This Tribes.ini is intended for the graphically handicapped, i.e those with very outdated computers.
Using this .ini will minimize every graphical setting to boost your FPS as much as possible.
To install this, simply replace your tribes.ini located at:
C:\Users\[youruser]\Documents\My Games\Tribes Ascend\TribesGame\Config\tribes.ini
with the following file: tribes.ini
